ABOUT THE PROGRAM

The Mobilehome Park (MHP) Utility Upgrade Program, administered by the California Investor Owned Utilities (IOUs) and approved by the California Public Utilities Commission (CPUC) on March 13, 2014 (Decision 14-03-021), is available to MHP owners and manufactured housing communities with a utility owned master-meter and privately owned sub-metered energy distribution systems.

This voluntary pilot program offers MHP owners the opportunity to have their utility company deliver natural gas and/or electric services directly to their MHP residents.

The program aims to enhance public safety and service reliability by replacing aging MHP owned energy distribution systems within the utility’s service area. Program funds are available to convert 10% of the eligible spaces to direct utility service.

HOW TO APPLY

To be considered for conversion, MHP owners must complete and submit the CPUC Form of Intent for each of their MHPs during the 90-day open enrollment period which begins January 1, 2015 and ends April 1, 2015. The form of intent must be sent to the CPUC Safety and Enforcement Division (SED) as well as Bear Valley Electric Service. The CPUC SED and/or the California Department of Housing and Community Development (HCD) will prioritize MHPs for conversion from those that submitted Forms of Intent with a primary focus on safety. Acceptance into the program does not guarantee the park will be ultimately selected.

Note: Forms must only be sent to the CPUC during the open enrollment period. Due to the Cesar Chavez Day Holiday on March 31, 2015, and per Rule 1.15 of the CPUC's RULES OF PRACTICE AND PROCEDURE, the CPUC Form of Intent will be accepted via online, e-mail or U.S Mail postmarked no later than April 1, 2015.

October 2014 - December 2014 Program information and intent form made available to MHP owners
January 1,2015 - April 1, 2015 Open enrollment – MHP owners to send completed intent forms to the CPUC SED and BVES
April 2015 - May 2015 The CPUC SED and the HCD select pilot program participants
Spring 2015 Participants provide detailed property information for engineering review and sign MHP conversion agreement (prior to construction)
Summer 2015 to Dec. 31, 2017 Construction is completed and direct service to MHP residents begins
